30-year Industry Veteran Sam Gruer Joins Blue Rose Capital Advisors

Gruer Will Enhance Service Offerings and Develop Firm’s East Coast Presence

MINNEAPOLIS, MN – July 10, 2017 – Blue Rose Capital Advisors, a Municipal Advisor for higher education and non-profit institutions, is pleased to announce that Sam Gruer has joined the firm as Managing Director after Blue Rose acquired the assets of Cityview Capital Solutions, LLC. He will provide advisory services to clients from the firm’s newly established New Jersey office.


Mr. Gruer has over 30 years of municipal market experience both as a banker and an independent advisor. Mr. Gruer offers his clients deep experience in public finance including debt advisory, swap advisory, reinvestment, and asset/liability management. Mr. Gruer joins Blue Rose after nine years as Managing Director at

Cityview Capital Solutions, which he co-founded in 2008. During his career, he has completed hundreds of derivative, private placement, and bond transactions totaling more than $30 billion. At Blue Rose, Mr. Gruer will assist clients with debt, swap and reinvestment transactions by providing guidance and strategic recommendations based on thoughtful, sophisticated analysis. Even after 30 years in municipal finance, Mr. Gruer still has passion for the business. “What I enjoy most in working with my clients is the challenge—I enjoy helping them find solutions when they’ve previously been told that something couldn’t be done.”


Prior to co-founding Cityview, Mr. Gruer gained experience and financial product knowledge through a broad range of positions with Wall Street banks: he was a Director of derivative structuring at Deutsche Bank responsible for managing their Mid-West client base and housing sector transactions, he was a co-founder of the municipal derivatives department at JPMorgan Chase responsible for starting their tender option bond program and municipal reinvestment business, and he was the head of new products for the municipal securities division at Prudential Securities.  Earlier in his career, Mr. Gruer was a banker in the municipal finance departments at both Goldman Sachs and Morgan Stanley. Mr. Gruer earned a Bachelor’s Degree in Electrical Engineering from the Massachusetts Institute of Technology.
